Procurement law works with value limits. The logic behind it is simple: For a contract worth 500,000 euros, an elaborate, transparent procedure is worthwhile. For a contract worth 500 euros, that would be disproportionate.

Contracts below EU thresholds aren't a free-for-all. Here the Sub-threshold Procurement Ordinance (UVGO) applies with its own value limits:

- For framework contracts: The value over the entire term
